South Carolina state law provides that a property owner may be represented by an appraiser, attorney or accountant in any request for review or appeal of property assessments.

If the owner should request that Henry Copeland represent them as a qualified appraiser in an appeal of their property assessment it would be necessary for the owner to complete and submit the following Authorization Agreement forms by mail (PO Box 533, Charleston, SC 29402) or by fax (843-723-0711).

Initiating a Property Tax/Assessment Appeal
Typical Forms Needed: (1) Appeal Letter, (2) Certification Letter, (3) Authorization Agreement

  1. Standard Letter of Appeal, also called a Letter of Objection, is a formal notice to the Assessor of an owner’s desire to appeal the assessment of a specific property. Contact Henry Copeland if you are interested in filing an appeal using a Standard Letter of Appeal.
     

  2. Letter of Appeal and Certification of owner’s representative is a written notification of appeal to the Assessor also certifying that the property owner has named a legally authorized representative to handle the appeal on the property owner’s behalf. Contact Henry Copeland if you are interested in filing an appeal using a Letter of Appeal and Certification.
      

  3. Authorization Agreement, is a written notice in which the property owner agrees to hire a legally authorized representative to handle their appeal relating to a specific property with terms and conditions of the agreement shown.  

  4. Table of Estimated Fees: After a review of your most recent assessment appraisal by the County Assessor, a fee for my services will be based on the size and complexity of the appraisal assignment, using the following table as a guide. All fees shown are inclusive of an initial retainer fee (of $300). Total fees for specific appeals may differ but will be agreed upon in advance and listed within the Authorization Agreement before it is signed by the property owner and the appraiser. The total fee should be less than the amount of savings you might expect to secure through a reduction in your assessment. Therefore, the final fee for my services may vary slightly from the total shown in the sample fee schedule. If your appeal can be resolved to your satisfaction at the local or county level, the cost certainly should not be more than the amount shown.
